Library Rules and Regulations

1. The following is prohibited: loitering, soliciting, smoking, consumption of food and drink, pets, bare feet, excessive noise, offensive odour, improper behaviour, obstruction of people, use of profanity, sleeping on premises.
2. Infraction will result in a warning, and if any further action is necessary, the patron or patrons causing disturbance will be asked to leave the Library. If that patron refuses to leave, she will be warned and stern action will be taken.
3. Breach of rules on attire may also render a student liable for disciplinary action not being allowed into the library.
4. Bags, cases, files, folders are not allowed to be taken into the Library. Those materials must be left near the entrance/exit.
5. All books and personal belongings must be shown to the staff at the Library exit whenever required to do so.
6. All games are prohibited.
7. Anything of value should not be left unattended in the Library. The Library does not take responsibility for the loss or damaged such items.
8. Any personal possessions brought into the Library should not be left unattended and should not cause obstruction to other users.
9. Vacated seats may not be reserved for more than fifteen minutes.
10. Accessing undesirable Internet sites and downloading, printing and circulating undesirable materials are strictly prohibited.
11. Using computer software, which is not owned by the Library or any of the Library's personal computer are not allowed.
12. Storing documents are not allowed in the microcomputer network or hard disks.
13. The library staffs on duty have the right to request a user to leave the premises if he is found to be violating any of the library rules.
14. Both ordinary members and external members must show prominently on themselves their staff / students' card or library membership card upon entering the library.
15. Silence will be strictly observed in the library. Hand phones, pagers and watch alarms should be switched off before entering the library. Users can bring in their hand phones but not permitted to receive and make any calls.
16. In order to maintain the good image of the College, Library patrons are reminded that they must properly and decently attired when they enter the Library in accordance to the College dress code.
Improper attire includes the following:
T-shirt without sleeves
Singlets
Caps
Shorts
Clothes with indecent words or pictures
Slippers
17. Library users, who photocopy materials, are fully responsible for any action liable and contravening the Copyright Act.
18. Users are not allowed to remove library furniture and equipment from their original place.
19. Members must ensure that items checked out are to be or renewed on or before the date due. Notices sent by the library through e-mail serve only as a reminder and non-receipt of the notices does not absolve any member from paying fines or other penalties as stated in theses rules.

Penalties and fines for late return are listed below:

Loan Period Fine:

General Collection: RM 0.50 per day/item
Counter Reserved Materials: RM 1.00 per every hour/item

Exam results will be withheld and students will be ineligible to apply for any award from the University while any item is still overdue or replacement costs or other charges are still outstanding.

20. Each borrower is responsible for every item he / she borrowed.
21. For any items lost, he / she have to pay double the cost of the item plus processing fees. Whenever replacement is not possible the library committee has to decide on the cost of the replacement.
22. All books and personal belongings must be shown to the staff or security officer at the library exits whenever required to do so.
23. Users who are caught hiding, defacing or damaging library property will be subject to disciplinary action.
24. Accessing undesirable Internet sites and downloading, chatting, e-mail, printing and circulating undesirable materials is strictly prohibited.
25. Installing software or changing any of the microcomputer system set-ups or any of the library's personal computers is also strictly prohibited.
26. All users are required to buy the ABSEC card for both photocopying and printing.

Selection Policy for Books and Visual Materials

Swinburne Sarawak Information Resources encourages a partnership between faculty and librarians to develop its collections of books, videos and DVDs. Library staff members appointed as Library Committees or liaisons collaborates with faculty in specific academic departments to make recommendations for purchase in their respective disciplines. The Collection Development Librarian coordinates this selection process, ensuring balance of the total collection. 

Selection Guidelines


The library's first priority is to provide a high quality collection of books serials and materials to support the teaching, learning and research requirements of the University.

Acquisition of materials in the library is guided by and according to current and anticipated future teaching and research interests. 

Priority is given to current materials of lasting and scholarly value over older materials. 

The library primarily acquires English language materials. Items in other languages are selected to support the foreign language curriculum. 

Multiples copies will only be purchased when a title is recommended as a textbook (prescribe textbook or a reference (recommended text) & contribution to a field not available in other sources.

Ongoing withdrawal of outdated and damaged materials contributes to the maintenance of an up-to-date and balanced collection. 

The following factors are considered in selection:

 Relevance to the curriculum 
 Support for research needs of students
 Support for faculty course preparation 
 Relationship to existing holdings 
 Accuracy and objectivity 
 Reputation of the author, publisher, or producer

 Book reviews 
 Reviews in scholarly journals
Reviews in library and book trade journals such as Library Journal 
Published bibliographies
Lists of recommended readings for the college's courses
Publishers' catalogs 
Other Swinburne campuses

Submitting Requests

Faculty may submit requests for purchase to their library liaison using book request slips, available at G:\staffshare\Information Resources\Book Requisition Form (requisition form) or by calling extension 214. The library also accepts e-mail, lists, brochures, and publishers' catalogs that provide adequate bibliographic information for verifying requests. ANGKASA, the online catalog, should be checked before submitting a request to verify that the item is not already held by the library. 

Status of Orders

Records for on-order materials appear in ANGKASA. When the materials have been received and are available in the library, they are also listed in the monthly New Acquisitions List on the library's web page. When placing order requests, faculty may ask for notification. If notification is requested, the Circulation Department will contact the requestor when the item has been received and hold it at the circulation desk.

Policy on using the discussion room

The discussion rooms are only available to groups of 2 or more students (maximum - 4 students) for up to 2 hours session per day. Bookings for use by individual student will not be accepted.

When checking, all users of the rooms are required to hand in their Student ID to the Circulation Counter. Upon checkout, the Student ID will be returned to the users.

All personal belongings must not be left unattended in the room. The library staffs will remove any items that are left unattended.

The Information Resources Staff may not be held responsible for any loss or damage to belongings.

Operating hours are according to the opening hours of the library.

No abusive use of the rooms is allowed: - users must keep the room neat and tidy, no eating or drinking, no littering and no shifting of furniture in or out of the room.

Please switch off lights and lock the door after use.

NOTE: Latecomer who shows up 30 minutes after the booked session will not be entertained
