An Exploratory Study on Users’ Perceptions on Balanced Scorecard Implementation in the Department of Agriculture Sarawak
Balanced Scorecard (BSC), a strategic management tool used by Sarawak State Civil Services since 2013. The Department of Agriculture Sarawak (DOA), department of Sarawak State Civil Service that has been the pioneer BSC implementers among other departments. It is crucial to evaluate BSC implementation in DOA to understand issues and challenges related to its implementation, subsequently, ensure the successful BSC implementation. However, to date, no systematic evaluation on BSC system in DOA has been carried out and that motivated the researcher to carry out this study. Therefore, the purpose of the study was to ascertain BSC users’ perception on BSC implementation objectives, key elements of BSC, challenges and impacts of implementation, and alignment of BSC with individual-based performance measurement system as well as provide recommendations. The study was conducted using qualitative approach through in-depth interviews with 17 BSC users in the DOA. In this study, perceptions on BSC implementation were consolidated and critical success factors of BSC implementation were identified. These findings were used to contribute to the empirical research on BSC implementation in Sarawak State Civil Service. Lastly, recommendations were also provided for future research to fill gaps that had been identified in this study.
