Modern Recruitment Methods in the Sarawak Civil Service and its Effectiveness
The modern recruitment method has been implemented in the Sarawak Civil Service in 2004. The internet was not widely used making it not a very popular move when it was introduced. As years go by, internet has become a necessity and affects the government’s administration system. The internet is an agent of change in the process of the human resource management including recruitment. The online recruitment method introduced in 2004 was developed to fulfil the needs of the people of Sarawak. It has then become the official job portal for the government of Sarawak. As of 2018, 184, 000 applicants are now registered with the system, called e-Recruitment. In 2015, the Chief Minister of Sarawak has announced that Sarawak will implement digital economy. This announcement has changed the Sarawak Civil Service as well as they are now pursuing and starting to implement the e-Government. Recruitment as one of the components in the human resource management is also affected by this announcement. Enhancement was made to the current modern method implemented in the process of recruitment. Past studies have discussed a lot about issues on recruitment, modern recruitment method and e-Government. This research studies the effectiveness of the modern recruitment method implemented in the Sarawak Civil Service. By studying the effectiveness, acceptance and adaptation of this method, only then the researcher will know whether this method is successful or not. The data for this research was collected using two methods. The first method was interviews. They were picked randomly by the researcher and consists of job seekers in the system. Six participants were involved in this session. They were asked questions about the current recruitment method, and their opinions and thoughts were asked as well. From the interviews, the researcher found out that the participants were well-aware about the changes in the recruitment method, and they had a clear understanding about the state’s direction to e-Government. The second method was group discussion. Three participants were in the session, consisting of human resource officers from various departments in the Sarawak Civil Service. They were given five questions/ issues, and then they discussed among themselves until they have reached to a collective decision. The researcher found that they understand well about the process of recruitment and its changes, and they are supportive to the government’s policy to implement e-Government. However, they thought that trainings should be provided to ensure the civil servants have ICT skill and the knowledge required in the process of recruitment especially in the modern method.
